Tender - Supply of Railway Rails 60E1

State Joint Stock Company "Latvian Railways", hereinafter referred to as the Purchaser, intends using part of the proceeds of a loan from the European Investment Bank (the Bank) for the Track Renewal of East West Railway Corridor.

The Purchaser now invites sealed tenders from Suppliers for the following contract to be funded from part of the proceeds of the loan:

The supply and delivery of 600 tonnes of new flat bottomed symmetrical railway rails profile 60 E1 (being equivalent to 10 000 metres length of rail) quality 350 HT, in 25m lengths. The rails are to be supplied, to Riga, Ciekurkalns station (station code:095800), Welding Workshop. Tenders offering partial supply will be rejected as non-responsive.

To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria:
(a) in the case of a tenderer offering to supply goods under the Contract which the tenderer does not manufacture or otherwise produce, the Tenderer has been duly authorised by the goods' Manufacturer or producer to supply the goods in the Purchaser's country;
(b) the tenderer, including manufacturers of the goods and suppliers of the services, as appropriate, has the financial, technical and production capability and capacity necessary to perform the Contract;
(c) the tenderer has satisfactorily supplied similar goods and services to other purchasers over the past three years;
(d) the tenderer meets other qualifying requirements specified below:

  • the tenderer shall submit a certificate together with the tender, issued by the supplier, certifying that the supplier has supplied and sold the goods being offered for sale for at least three years on at least two separate railways;
  • the tenderer shall provide a list of similar goods supplied over the last two years including the description, value, date and location where they were used;
  • the manufacturing process of rails shall be accredited by ISO 9002 Quality Standard or equivalent quality control system.

Proof of payment will be required before the issuance of the tender documents. If requested the documents will be promptly dispatched by courier and, in addition, electronically via e-mail but no liability can be accepted for loss or late delivery. Tenderers should note that electronic version of the tender documents will be issued solely to facilitate tenders preparation. In the event of any discrepancy between hard and electronic copies of the tender documents, the hard copy will prevail.

All tenders must be accompanied by a tender security of USD 15,000.

Tenders must be delivered to the office at the address below on or before 22 December 2003, 11:00am local time at which time they will be opened in the presence of those tenderers' representatives who choose to attend. Any tender received after this deadline will be rejected and returned unopened. Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed.
